Selfish spazzy wankbreaks who decide that "Mirror, Signal, Manouvre" is too complicated for them and opt instead for the "signal, manoevre" version. i.e. - you're in lane 3 on a mororway and Blokey Bloke is in lane 2, doing 30mph less than you. Just as you are within 100 metres of him, he decides to indicate - leaving you not sure whether he is just intending to pull out, or... just about to do so regardless.
