I use to have to do that before the upgrade. The login form at the top right seems to work for me now though.

I closed cookies by deleting browsing history etc. Then the options ie Notification, settings,log out appeared at the top of the page when i returned.

well it's not visible on my browser. top right says "register" and when you click it it simply reloads the main site front page with no register or login form.
