Because *we* have no money for a pre-built train, this is a model kit and it will take this time for Cameron & Co to build the train and paint it.

Hmmm. Yes and China may well do it. Stalin had people laying rail at a rate of a mile a day, but I think the pay and conditions were somewhat questionable.
