Dunno about best, but I bought the Boss one and it does the job fine. Doesn't work well with chords but otherwise it's ace.

If you want fuzzy octaveness then the MXR Blue Box is ace. In fact it's one of the best three or so pedals ever designed.

If you just want clean Neil Youngesque octaveness then BOSS or Arion.

I just checked; mine is an OC3.

The Boss OC2 is good for basic stuff, the OC3 is better all round and trys to cover polyphony but is not quite there yet although it's better than the OC2. The attempted polyphony on the OC2 can actually create some nice raw noises in a creative sense similar to the old AKAI samplers processing audio with limited capabilities which gave rise to some quite nice raw, and musical effects which were not always intentional. I've used my OC2 in the studio a lot and run synths through it to get some nice, raw and original cruncy noises with it. OC3 is probably the better BOSS pedal for guitar. Better still is the Digitech Whammy pedal. Really high sound quality, and loads of options. I've used my Whammy for a really good, and clean polyphonic octave effect before now, live and in the studio.

The only real problem I have with the Whammy, other than it's large footprint taking up a lot of pedalboard real estate, is how much it degrades your signal when not in use. It's that bad that I've stopped using it live and am avoiding putting it back till I've got a loop/bypass pedal to keep it out of my signal chain when not being used.

'Course, for the genuinely ultimate octaver you want a Roldna VG-8 or VG-88. Perfect pitch shifting across all six strings simultaneously.
